Here's an example of how you can deliberately and selectively use motion blur in an expressionistic way - by slightly panning with the sign of the carousel, and some foreground elements moving the same way, I was able to create an image that's both blurry dreamy gooey, and concretely "real" enough to understand what's going on. Kinda like how a kid might see it!
